The following are the duties of this position at the full working level.
- Provides direction for monitoring all program phases to integrate existing and future systems into new business systems, including identifying, acquiring, and allocating resources; ensuring timely delivery; staying within budget constraints and effectively evaluating projects and programs.
- Formulates short and long-range program policies, strategies, and objectives for the implementation of assigned program areas.
- Establishes wide-spread program objectives and methods to ensure the tax administration business mission, goals, and objectives of the IRS and Treasury are met.
- Expert knowledge of Information Technology principles, concepts, and methods sufficient to provide technical direction to subordinate IT Specialists.
- Knowledge of the Capital Planning and Investment Control (CPIC) process is required to provide program area budget oversight.
- Comprehensive knowledge of IT skill sets (programming languages, platform expertise, etc.) needed for development and maintenance of software applications to support the IRS mission.
BASIC REQUIREMENT :Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.\ \ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:\ \ SPECIALIZED EXPERIENCE:To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
