This is responsible supervisory and administrative work managing human resources related activities and the requirements of the Federal Transit Administration (FTA) Drug and Alcohol program. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.
Examples of Work Performed:
+ Manages all human resources activities for Wichita Transit and coordinates with the Human Resources Department.
+ Maintains information systems related to departmental HR activities and confidential drug and alcohol records.
+ Disseminates and/or maintains files of all administrative policies and procedures including the Teamsters contract and Drug and Alcohol policy.
+ Serves as the departmental Equal Employment Opportunity (EEO) Liaison. Prepares and submits the EEO plan to FTA.
+ Serves as the Transit department Drug and Alcohol Program Manager (DAPM).
+ Analyzes and evaluates information, prepares reports and makes recommendations.
+ Receives inquiries and furnishes information as required.
+ Completion of assignments may require the operation of a vehicle.

Requirements of Work:
+ Considerable knowledge of applicable regulations, guidelines, and administrative procedures.
+ Working knowledge of human resources policies, procedures and applicable federal law.
+ Knowledge of the functions, practices and principles of information processing, analysis and management.
+ Ability to plan, organize, and direct employees in meeting departmental HR requirements and Drug and Alcohol testing activities.
+ Ability to develop and maintain effective working relationships with associates, representatives of other organizations, and the public.
+ Ability to communicate clearly and effectively, both orally and in writing.
+ May require ability to acquire and maintain a valid Kansas driver's license.
+ An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training:
Bachelor's degree in human resources, public administration or related degree plus two years of experience in a supervisory capacity. Any equivalent combination of education, experience and training may be considered. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check.
