This is professional legal work in research, consultation, and court trials involving the City's legal affairs. Work includes responsibility for the preparation and prosecution of a variety of cases, the preparation of opinions on various municipal legal questions, and provision of legal advice to City officials. The employee reports to the Director of Law and provides direct supervision of staff attorneys. Work is directed and reviewed through the establishment of goals and the subsequent evaluation of progress toward goal attainment. This position will have an emphasis in the practice of employment law, labor unions and contract negotiations.
Examples of Work Performed
+ Analyzes evidence and other data for points of law involved, confers with persons concerned, prepares briefs and pleadings, and presents and argues cases in court.
+ Composes resolutions and ordinances, and prepares and reviews opinions and other documents.
+ Composes contracts, deeds, leases, and other legal documents.
+ Investigates accident claims against the City and recommends action to be taken.
+ Attends conferences and meetings of various commissions and boards as assigned.
+ Completion of work assignments may require the operation of a vehicle.

Requirements of Work
+ Thorough knowledge of the principles and procedures of civil law, especially as they relate to municipal corporations, and ability to apply this knowledge to varied legal problems.
+ Thorough knowledge of the principles, methods and materials of legal research and investigation.
+ Thorough knowledge of judicial procedures and rules of evidence in both federal and state courts.
+ Thorough knowledge of municipal laws and ordinances.
+ Ability to analyze legal documents and instruments.
+ Ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of outside agencies, City officials, and the public.
+ Ability to communicate clearly and effectively, both orally and in writing.
+ May require ability to acquire and maintain a valid Kansas driver's license.
+ An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
Graduation from an accredited school of law and admitted to practice before the Supreme Court of the State of Kansas, plus a minimum of five years of experience in professional legal work focusing on Federal and Kansas labor employment law with a strong emphasis of working with Human Resources and bargaining units. An equivalent combination of education and experience may be considered. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check. Must be legally authorized to work in the United States without the need of a sponsorship.
