The Health Organizational Development Manager position oversees the Sedgwick County Health Department’s (SCHD) organizational development practices, including strategic planning, performance management, workforce development, and quality improvement. This position focuses on ensuring department-wide high performance using the mission, vision, and values set by SCHD and Sedgwick County. It includes developing and implementing programs to increase diversity, equity, and inclusion within department personnel as well as in the communities served by the Health Department. This position also participates in data collection and data analysis to identify and aid in organizational development.


Lead SCHD-wide strategic planning, performance management and alignment with national public health standards


+ Lead SCHD strategic planning, performance management, and public health standards work


+ Ensure the strategic plan and performance management information and direction are monitored and communicated to leadership and staff


+ Work with SCHD supervisors and staff to ensure performance management system is accurate and reflective of SCHD work


+ Coordinate SCHD cross-program work to align with public health standards


+ Work with SCHD supervisors and staff to coordinate and track alignment with public health standards


+ Ensure implementation of SCHD Quality Improvement Plan, including annual assessment and evaluation


+ Facilitate completion of quality improvement projects


Oversee SCHD workforce development


+ Guide the incorporation of equity, diversity and inclusion principals into SCHD processes and community activities


+ Ensure annual development and ongoing implementation of the SCHD Workforce Development Plan, including annual assessment and evaluation


+ Communicate workforce activities to SCHD supervisors and staff


+ Provide direction of the staff hiring process and ensure supervisors are trained


+ Guide wellness activities, including staff recognition


Lead the Health Organizational Development Program


+ Serve on the SCHD Leadership Team


+ Supervise and evaluate program staff


+ Ensure standardized methods are used to obtain program data and data are reviewed prior to submission to Health Director. Provide accurate data to Health Director.


+ Ensure program follows policies and procedures, including hiring and reporting for work. Create and maintain program policies and procedures.


+ Manage program budget, grants and program expenditures.


+ Resear ch and coordinate grant opportunities to assist programs as needed.


+ Drive to SCHD locations and meetings to meet with staff and for trainings


Minimum Qualifications: Bachelor’s degree in Public or Business Administration, Public Health or a related field. Three years of organizational development experience in a workplace, including strategic planning, performance management, and quality improvement. One year of supervisory experience. Two years of data analysis experience. One year of technical writing experience. One year of experience with Microsoft Suite. Per Sedgwick County policy, this is a driving level position that requires a valid Kansas driver’s license without restrictions and current proof of automobile insurance. In order to comply with the requirements of the federal health care staff COVID-19 vaccination mandate, all employees of COMCARE and the Health Department must be fully vaccinated. Preferred Qualifications: Master’s degree in Public or Business Administration, Public Health, or a related field. Four years of experience in data management and/or data analysis.
