The successful candidate will lead the capture and definition of business process requirements and rules for the Veterans Benefits Administration (VBA) pension automation. The candidate will have deep knowledge of business process analysis and automation with an emphasis on agile software development. The Lead Business Analyst will work closely with VBA stakeholders to accurately define the VBA pension processing rules to produce definitive outcomes for each pension claim evaluated. The successful Lead Business Analyst will serve as the link between the product owner/customer, the pension subject matter experts, and the technical IT teams. In this capacity, you will help discover user needs using interviews to capture and document user stories, work with development teams to address these needs, and specify business requirements and processes for automation developers. Your contributions and communications skills will be vital to providing a positive, high quality user experience to our nation’s veterans.
This candidate will support the team to prepare a Pension Automation Roadmap within the first 45 days of task order award and assemble a team of skilled functional resources to continuously improve pension automation delivery. You will be expected to participate in a wide range of program functions including test engineering, quality assurance, communications and change management plans. This position will be remote with limited support required in vendor facilities and/or a government site.

You will serve as a core support member for the team working closely with the Product Owner (lead stakeholder), pension subject matter experts, and high performing development team to delivery POI measurable outcomes. The primary responsibility will be to integrate the needs of the projects as well as the needs of several different stakeholders to produce an overall solution. The ideal candidate will have strong requirement analysis and business process automation knowledge combined with the ability to communicate clearly and prioritize initiatives with both GDIT management and our VA Clients.
Duties and responsibilities will include, but are not limited to:
Assists in analyzing and documenting client's business requirements and processes; communicates these requirements to technical personnel by defining business requirements, ad constructing basic conceptual and process models.
Assists in planning and designing business processes; assists in formulating recommendations to improve and support business activities.
Assists in creating basic test scenarios to be used in testing the business applications to verify that client requirements are incorporated into the system design.
Assists in developing and modifying systems requirements documentation to meet client needs and explore potential solutions.
Provides detailed user stories and requirements to technical leads in support of sprint planning activities.
Assists in analyzing testing results in all phases and validates pension system operation from a UI perspective.
Participates in technical reviews and inspections to verify 'intent of change' is carried through phases of project.
Support Product Owners in their management of requirements and product features.
Assist with the management of requirements and collaboration sessions using tools like JIRA and Confluence.
Assist in the research and assessment of business goals, objectives and needs to align information technology solutions with business initiatives.
Conducts testing such as functional testing and user acceptance testing (UAT), as required.
Assists the Scrum Master to define and prioritize the team backlog of work so that solution effectively addresses business and program priorities.
Bachelor’s degree and 10+ years related experience
8+ years of business process analysis experience
Demonstrated knowledge of software development life-cycle methodologies
Experience working with Agile/SCRUM, writing user stories and following the development process through user story acceptance
Strong proficiency with Microsoft administration and productivity tools
Outstanding written and verbal communication skills
Demonstrated organizational skills including detail oriented, intelligent and motivated
Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
Experience serving as a BA for business process automation
Professional Agile certification
Background with User Experience and User Interface Design Process and Documentation
Previous Department of Veterans Affairs experience or Federal Contracting experience
Active VA access including assigned CAG and PIV
