DEPARTMENT: Regulatory Affairs – Topeka General Office or Kansas City Headquarters

PAY RANGE: Sr. Regulatory Analyst: $74,500 - $98,000

Lead Regulatory Analyst: $88,100 - $117,500

Scheduled Work Hours: Monday – Friday 8:00 a.m. – 5:00 p.m. Job may require additional hours as required. Hybrid flexible schedule currently in effect requiring the individual to be in the office on Tuesday and Wednesday of each week. Other flexibilities may be available.

Summary of Primary Duties and Responsibilities:

  • Support and/or lead Evergy regulatory initiatives through information gathering and analysis; especially as it pertains to operational tariff questions and filings.

  • Responsible for contributing to multiple regulatory projects through all phases in a timely, cost effective and efficient manner through collaboration with various departments within Evergy. Projects assigned vary greatly in size and complexity. Some project leadership may be required.

  • Required to keep abreast of regulatory trends and maintain a working knowledge of the electric utility industry. Identifies and maintains a broad knowledge of the issues of importance to the Company; assimilate and evaluate complex information from a variety of sources and recommend strategy, solutions, or actions based on the analysis of the information and extensive knowledge of technical and business principles and practices.

  • Provide guidance to Company personnel at all levels concerning regulatory matters. Makes appropriate recommendations for changes/additions/deletions to existing rates, rules, and regulations or other regulatory matters. Support Evergy regulatory initiatives through information gathering and analysis, leading to appropriate recommendations.

  • Develop internal and external working relationships; communicates Company position on issues and serves as liaison with Commission staffs. Ensures timely processing of information to meet regulatory requirements and minimize any negative impact on the Company; identifies priority issues; influences behavior to protect the best interests of Company’s customers and stakeholders and enhances corporate image.

Major Responsibilities Include, but are not Limited to:

  • Provide regulatory direction on and filing completion for border customer situations. Prepare and oversee multiple reports for operational team. Work with Commission Staff and other departments to drive regulatory initiatives to successful completion.

  • Contributes to the effectiveness of Company operations by keeping abreast of electric industry and regulatory changes, ensuring compliance with regulatory requirements and standards, and recommending business objectives and strategies to meet the changing environment.

  • Provides support for executive or corporate requirements by preparing special project studies, analyses and reports as may be required.

  • Provide support to Customer Team Management within Regulatory, including team support and project management

  • Achieves successful completion of multifaceted projects within economic and time constraints by acting as lead project analyst or senior project analyst, including situations in which there are few precedents.

  • Contributes to the effectiveness of the department by establishing professional relationships with regulators, key customers, other vendors, and consultants and participates effectively in negotiations with external parties.

  • Support the development/implementation/maintenance of regulatory systems.

  • Successful completion and submittal of studies, testimonies, schedules, work papers, tariffs, contracts, and reports related to regulatory issues.

  • Successful development, facilitation, filing and approval of rates and tariffs associated with Company business needs.

  • Provide timely and adequate service to internal and external customers.

  • Establish and maintain strong working relationships with internal personnel, external regulatory groups, and intervenor representatives.


Education and Experience Requirements:

  • Requires a degree at least as advanced as a bachelor’s degree in a business or engineering related field.

  • A minimum of 4 years (Sr) or 6 years (Lead) of experience in the regulated utility industry is preferred.

  • Knowledge of electric utility systems, utility tariffs and state regulation as they apply to utility operations is preferred.

  • Must possess strong communications skills, capable of:

o Listening to gather and synthesize information.

o Speaking in a clear, confident, and concise manner to convey information often technical in nature.

o Preparing written material that provides study results, reports, memos, testimony, and documentation of subjects often technical in nature.

o Efficiently and effectively communicating with department and company leadership.

  • On moderately complex issues, capable of:

o Researching issues using multiple sources of data and appropriate technical tools available.

o Analyzing and synthesizing data gathered.

o Transforming data gathered into information that can be used to facilitate decision making.

o Drawing appropriate conclusions based on information.

o Making sound recommendations that consider the proper balance amount the various interests of internal operations, customers, regulators, shareholders, and competitors that may be impacted by the recommendation.

o Establish and continuously improve processes.

  • Areas of proficiency include some or all of the following:

o Regulatory utility industry

o Regulatory tariffs

o State code of regulations

o Utility case management tools

o Retail cost of service

o Microsoft office applications

  • Possess a high degree of work initiative and project management ability.

  • Must be proficient in the use of Microsoft Office applications and demonstrate the ability to learn other software products as necessary.

Working Conditions: Typical office working conditions. Hybrid flexible schedule available. Periodic workday visits to other Company locations may be required. Must be able to work additional hours at times.
