Work with state health agency staff in reviewing the methodologies, statistics, cost studies used to budget, allocate and track costs to state public health programs. Conduct interviews of agency staff to address inefficiencies and make recommendations on how best to streamline operations. Provide technical advisory for reporting state health care expenditures and reviews performed by state auditors. Reconcile expenditure reporting forms to state accounting records.
Design, develop and implement office of public health public assistance cost allocation plan.
Create methodologies, statistics, cost studies to be used to allocate costs to programs administered by the office of public health.
Provide support for cost allocation reports reviewed by cost allocation services (CAS), Centers for Medicare and Medicaid (CMS) and/or state audits.
Assess weakness and provide recommendations on budgeting, cost allocating, reporting public health program expenditures.
Assist with conversion and implementation of accounting system reports and tools used to manage federal grants and state appropriations.
Support and audit each step in accumulating, confirming, adjusting, and allocating data as required by an approved public assistance cost allocation plan.
Develop reconciliations between cost allocation reports and accounting records.
Prepare and monitor office of public health actual spend vs. budget to gauge need for state general fund revenue for remainder of state fiscal year.
Prepare work plans with tasks and target dates for developing protocols, procedures and supporting work templates.
Provide status updates to office of public health agency staff on the progress made in completing work plan tasks.
Develop and deliver technical training to office of public health agency staff on cost allocation, budgeting, reporting public health program expenditures.
BA/BS degree in Health Policy, Economics, Finance, Data Science or other Healthcare/Science/Finance related disciplines, Master’s degree preferred
5+ years of experience managing state public health finance and/or operations.
5+ years of previous work experience in the health care industry or with a consulting firm to include the following:
Knowledgeable of federal grants often used to fund state public health programs.
A complete understanding of rules and requirements of Public Assistance Cost Allocation Plans.
Experience budgeting and managing state general fund appropriation across multiple state public health programs.
Ability to work overtime and travel up to 30% of the time.
Knowledge and experience with the application of methods for risk adjustment, reserving, pricing, and forecasting for health insurance
Ability to engage in relationship initiation and cultivation with state leaders and/or provider associations.
Proficient in Microsoft Office Suite
Superior written and oral communication skills
Project management and client relations experience
