Summary This position is located within Behavioral Health Services (BH) at the VA Eastern Kansas Health Care System (VAEKHCS) and supports the Leavenworth and Topeka, Kansas campuses. The incumbent will support a large, complex, and active clinical service comprised of several sections spread across the two main campuses, nine Community Based Outpatient Clinics, and two Individual Disability Evaluation System (IDES) sites in Eastern Kansas. Responsibilities The incumbent will integrate the major elements of operational responsibility: the integration of major and minor data sources within the VA; the analysis of workload at the individual, program, section, and service or system level; and the analysis of clinical practice patterns and clinical outcomes management; the analysis of both inpatient and outpatient programs and functions; and studies and special projects; and aligning the analysis of workload data and clinical practice patterns to Behavioral Health Interdisciplinary Program (BHIP) teams and clinical performance measures. The incumbent is the key information management expert in creating the data streams essential to the operations, organization, and decision making processes across the Behavioral Health Service Line including Psychiatry, Psychology, Domiciliary, and the Chaplain Service. The analyses provided by the incumbent will enable service line leadership and administration to assess risk factors, clinical outcomes, and forecast internal and external trends. The incumbent will be the resident expert on Vista, VSSC, the Arc, ProClarity, and other VA information systems. Their expertise will also include the derivation of pertinent data sources from information streams, the use of statistical analyses and the developmental research work for the application of software and hardware by service staff for both administrative and clinical applications. The incumbent will aggregate data sets using appropriate analyses of current clinical operations and clinical practice patterns. The incumbent will integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, acute inpatient unit admissions patterns, length of stay, bed days of care and medication and usage practices and patterns. The incumbent will develop the data information systems designed to analyze the objectives or goals defined in the annual performance plan for Behavioral Health Service. The analyses will provide insight into current operations, planned operational changes through the strategic plan and performance plan and the impact of the intervention on current operational models and practice or care patterns. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
