In Kansas City, Honeywell Federal Manufacturing & Technologies (FM&T) manages and operates the U.S. Department of Energy/National Nuclear Security Administration’s (NNSA) Kansas City National Security Campus. This state-of-the-art engineering, manufacturing, and sourcing facility produces a wide array of intricate components to deliver trusted national security products and government services primarily for the NNSA. Duties and Responsibilities:
Ensure that purchase goods, materials and services and company operational needs are met, taking into account price, quality and delivery and to ensure continuity of supply. You will hold responsibility for a specific project/region/business. You will deliver tactical activities of purchasing goods and services off of defined contracts with stated terms and conditions. Also may include occasional one-off negotiations for non-standard buys, low dollar volume buys or items that are not strategically sourced. •
Interaction with internal next assembly users, Product Engineering, Program Management, Product and Field Quality, Accounting and the Design Agency for requirements clarification, planning, product status reviews and problem resolution
Conducts activities in a safe and healthy manner and works in accordance with established HS&E requirements to ensure the protection of employees, the public, and the environment. Takes actions necessary to ""stop"" work when an unsafe condition or action is identified. Every employee has the right and responsibility to stop work when unsafe conditions or actions are identified
Plans and executes the procurement of standard and custom materials and/or services which may be of a technical or specialized nature, or standard items altered or customized to meet specific needs and specifications
Transactions may require negotiations, typically over $100,000, and include regulations not required in commercial purchases
Develops and executes a procurement strategy that provides the best value and optimizes inventory turns
Performs all procurement activities and administers purchase orders in conformance with the Federal Manufacturing & Technologies (FM&T) purchasing procedures and policies by analyzing requisitions and related drawings and specifications; issuing requests for proposals; identifying/selecting suppliers; determining the type of order to be issued; negotiating prices, terms and conditions, and delivery schedules; and placing purchase orders
Assures product delivery
Negotiates and communicates delivery schedule changes as necessary
Negotiates settlements on rejected material and claims resulting from purchase order changes or terminations
Plans, schedules, and reschedules orders utilizing ERP planning recommendations
Approves supplier invoices for payment when necessary
You Must Have:
Five or more years’ experience and three years’ experience at the Buyer II level with consistent achievement of high-quality results on assigned responsibilities or equivalent related experience
Bachelor's degree
Must have a working knowledge of purchasing procedures, products, services, and strategic supplier management concepts
U.S. citizenship in order to obtain and maintain U.S. Department of Energy "Q" level security clearance
