The Opportunity

As the Proposal Manager , you will have the opportunity to lead and manage the pursuit of large and/or complex

proposals for BV’s Federal Integrated Services Business Line for projects and contracts for clients ranging from the

Department of Defense, Defense Threat Reduction Agency, Department of Energy, General Services

Administration, and National Institutes of Health (NIH) to the Department of State, USAID and Millennium

Challenge Corporation (MCC). As a critical member of BV’s opportunity pursuit teams, you will work closely with

assigned capture managers, cost leads, and technical SMEs to provide leadership for pre- and post-RFP proposal

development activities which include but are not limited to, strategy development, facilitation, compliance, writing,

resource identification and oversight, production and submission of final proposals, development of support staff,

and process improvement efforts based on lessons learned.

Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.

Architecture/Engineering (A/E) and Classified Design Services, and Integrated Services.

Key Responsibilities

  • Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal phases

  • Lead and/or support proposals in multiple roles (e.g. lead proposal manager, volume lead, section author)

  • Interpret requirements of Federal Government solicitations (e.g., RFPs, RFTOPs, TORPs, RFIs) and guide teams in defining compliant, compelling, and responsive proposal narratives to meet all requirements (RFP section L, M, and C) and align with BV’s win strategy

  • Develop/produce schedules, outlines, writing templates, compliance matrices, and presentations for the proposal team

  • Lead and/or participate in the development of compelling themes, discriminators, and messaging for the proposal based on analysis of market intelligence and competitors

  • Organize and facilitate proposal meetings including kick-off and status meetings; brainstorming, solution design and storyboarding sessions; and color team reviews of the technical volume(s)

  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and understanding of the requirements are well-articulated and consistent throughout the final proposal, making ongoing recommendations throughout the development process to ensure compliance and increase proposal scorability

  • Support the development of technical, operational, management, teaming and cost/price solution approaches in conjunction with the Capture Manager

  • Determine resources required to complete major pursuits and coordinate the assimilation of these resources with senior management to form highly capable, pursuit-specific teams

  • Participate in teaming discussions, manage data calls/inputs from partners, and support BV Procurement process to ensure teaming partner due diligence requirements are met

  • Serve as lead proposal section writer (e.g., Management, Technical, Capabilities, Past Performance, Staffing) authoring original content using interview and research techniques, if required

  • Oversee development of high quality, high impact artwork and graphics for proposal sections, working with BV SMEs and graphics designer

  • Lead and/or oversee production (edit, compilation, quality control) and submission of final proposals

  • Maintain control of proposal files, forms, graphics, drafts, reviewer comments, and approvals

  • Participate as required in BV Governance and Risk Management processes, including Cost Review Board

  • (CRBs) and Proposal Review Boards (PRBs); support follow up to remedy any review board actions in a timely manner

  • Assists in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups

  • Implements Safety, Quality, Ethical Standards, in accordance with BV Policies, Standards and Guides

  • Actively implements proposal process improvements based on lessons learned, after action reviews, and client debriefs; supports proposal knowledge management initiatives

Preferred Qualifications

  • Prior experience leading proposal efforts for contracts valued $75M+ and IDIQ/GWACs over $500M

  • Knowledge of relevant sectors of industry including management consulting, IT consulting, defense, health, infrastructure, and/or international development

  • Strong strategic-thinking and problem-solving skills (identify, analyze, research, evaluate, resolve)

  • Ability to lead and motivate professionals while remaining positive and constructive within a dynamic environment operating under high-pressure deadlines

  • Demonstrated experience in proposal writing in response to all solicitation sections (e.g., Management, Technical, Staffing)

  • Ability to create original content using interview and research techniques

  • Current knowledge of marketing, editing, graphic design, and other relevant proposal best practices

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), SharePoint, and Adobe CS

  • Business acumen and understanding of financial metrics including PGM, revenue, and overhead costs

  • Bachelor's Degree in a relevant technical or business field

  • 8-10+ years of related experience including 5+ years of experience Federal government proposal management, volume lead, support, and/or writing experience

  • Successful track record of leading development of high-quality, high-scoring proposals

  • Excellent organizational and communications skills (written, verbal, client service)

  • Excellent technical writing skills

  • Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)

  • Ability to work to meet deadlines (nights, weekends, and holidays possible)

  • Ability to manage multiple projects simultaneously

  • Ability to manage geographically disparate teams and travel for specific opportunities, as required (less than 10%)

Minimum Qualifications

  • 5+ years of project or proposal experience

Certifications

Proposals, sales, and negotiation training preferred.
