B&V Federal seeks an enthusiastic, articulate, motivated Project Manager(s) to manage projects primarily for the Defense Threat Reduction Agency (DTRA), an agency under the Department of Defense (DOD). Projects are mostly OCONUS and will support the USG efforts to deter, prevent, reduce, and counter threats posed by the full spectrum of weapons of mass destruction (WMD), including chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE). Projects include design and construction for new or renovated laboratories, bio risk management, border security and countering weapons of mass destruction (CWMD)training, laboratory standard operating procedure (SOP) development, providing life support and logistics services in support of USG exercises and missions.
The successful candidate will demonstrate successful experience with DoD clients delivering A/E services and small EPC programs and projects, including management of geographically dispersed, multi-disciplinary, collaborative project design and construction teams comprised of engineers, architects, designers, subcontractors, and construction managers. The ideal candidate will have prior experience in managing projects for DOD agencies, including developing qualifications packages, negotiating fixed price task orders, and delivering both full design projects and design-build requests for proposals (RFP’s).
A priority for our team is that project managers are doer/sellers. This will require project managers to lead the capture of new work and manage projects.
Key Responsibilities
Project Manager:
Manages multiple small to medium sized Design Services projects, and/or a small EPC project including risk, cost, schedule, and quality.
Responsible for the day-to-day successful execution of contracted engineering, procurement, and construction service scopes in the areas of performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction
Manages and leads small teams of multi-discipline in house and subcontractor professionals
Identifies requirements for the successful staffing of the project and coordinates staffing with discipline Department Managers
Coordinates and integrates the activities associated with the engineering, procurement, construction services, and commissioning elements of the project, including the activities of all third-party companies contributing to a project.
Supports contract negotiations with client peers.
Capture Manager:
Assists in identifying opportunities, assessing the competitive environment and implements winning strategies oriented toward capturing a specific business opportunity.
Partner with sales directors and client account managers in strategic planning and implementation for large federal projects and programs. Leads capture process including capture planning and storyboarding sessions.
Oversees all major proposal efforts within the Threat Reduction sub - business line; develops the strategy focused on client needs; writes, reviews, and edits proposals, and ensures content and layout are consistent.
Directs complete and cohesive service from proposal writers and administrative professionals relative to proposal preparation including Request for Proposal (RFP) analysis, graphics and statistical requirements, technical narrative preparation, research needs and analysis, and administrative support functions.
Works with the proposal manager to establish the desired proposal themes, key issues, and messages.
Typical client base includes Department of Defense (DOD), United States Army Corp of Engineers (USACE), Defense Threat Reduction Agency (DTRA) and many private companies in the Federal arena where Black & Veatch frequently teams for project execution in joint venture (JV) roles or utilizes a sub/prime contracting arrangement.
Typical monthly duties will include responsibility for client interface on all assigned projects, proposal support for new sales, typical project management duties including project profitability reporting, staffing oversight, schedule and progress control, quality, safety, and project status reporting. All are accomplished with support of the project team depending on the magnitude of the assigned projects.
This position provides ample opportunity to coordinate with other B&V Federal offices and to coordinate with other Black & Veatch Business Units.
Security clearances are an advantage but are not a requirement.

Preferred Qualifications
Typically 5 years experience.
Minimum Qualifications
Bachelor’s degree or equivalent experience.

Certifications
Licensed Engineer or Architect is preferred.
