Description and Details:

Under the supervision of the City Administrator, the Finance Director is an exempt position under FLSA which is responsible for maintaining the official accounting records of the city. This position performs a variety of complex technical accounting and finance functions in the maintaining of the fiscal records and systems of the city. Excellent communication, organizational, supervisory, and public relations skills are required.

Essential Functions:

+ Responsible for processing all city liabilities, including data entry, printing, and distributing checks;

+ Maintains and processes accounts payable records, prepares logs, and processes payroll checks;

+ Responsible for the administration and management of the city’s short and long-term debt, cash management, and financial position;

+ Maintains the city’s General Ledger, including account analysis, preparing and recording journal entries, recap of monthly cash receipts, and preparing financial monthly statements;

+ Ongoing coordination with Trustee and bondholders;

+ Assists with grant administration and providing financial data needed for reporting;

+ Prepares or oversees monthly bank reconciliation, and keeps appropriate records;

+ Supervises city billing activities and reconciliation;

+ Prepares monthly and quarterly tax returns;

+ Establishes and maintains internal control procedures and assures that the state and national accounting procedures are maintained, and that the city follows Generally Accepted Accounting Practices ( GAAP ) and guidelines issued under GASB ;

+ Maintains and administers all tax records including special assessments and abatements, subdivisions, and benefit districts;

+ Supervises and processes incoming cash receipts, collection of taxes and fees, and efforts to collect delinquent taxes;

+ Maintains bond/debt service obligations;

+ Responsible for financial forecasting and preparation of the city’s capital improvement plan;

+ Oversees budget of all city funds, including general fund, aquatic center, parks, water utility, sewer utility, natural gas utility, and stormwater utility;

+ Gathers budget information from city departments, prepares and researches estimated expenditures and revenues, and assists City Administrator in preparation of the annual budget;

+ Serves as chief financial advisor to the City Administrator;

+ Oversees all deposits, renews or cashes all CDs, and signs and views all checks.

Marginal Functions:

+ Assists with the preparation of financial-related ordinances and resolutions;

+ Directs the external annual audit and creation of the city’s CAFR ;

+ Assists with payroll;

+ Performs other duties as deemed necessary or assigned.
