Environmental Protection Agency Supervisory Accountant in Lenexa, Kansas

Summary This position is in Region 7, Mission Support Division, Resources & Financial Management Branch, Financial Management Section. About Region 7 This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Plan, organize, and direct the activities of the organizational unit, ensuring that they comply with legal and regulatory requirements and meet customer needs. Exercise supervisory personnel management responsibilities. Determine overall program goals for the activities under his or her direction to include both short- and long-range work plans. Represent the Agency with a variety of functional area organizations. Establish, develop, and maintain effective working relationships with high level officials within and outside of the Division and Region and in EPA Headquarters You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period. Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful. Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as experience in accounting, budgeting and/or financial management activities; financial statements, analysis or audits. Your application package will be used to evaluate your competencies in the following areas: Knowledge of accounting principles, concepts, theories and other techniques of financial management. Skill in oral communication. Knowledge of agency operating policies and procedures sufficient to determine if policies or procedures should be revised or established. Ability to lead staff by evaluating work performance and giving advice, counsel, and instruction. Knowledge of the capabilities and limitation of past and existing accounting, reporting budgeting and cost recovery systems is required in order to oversee the presentation to responsible parties and program personnel the reasonableness of the Agency’s costs. Skill in written communication. Knowledge of Federal and EPA accounting and programmatic regulations, statutes, guidelines, policies and work flows affecting recovery of costs incurred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education You need a degree or combination of education and experience as described below to qualify for this position. You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting; or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours); OR a combination of education and experience with at least 4 years of experience in the related field AND one of the following: 1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law; 2) certificate as Certified Public Accountant/Internal Auditor; or 3) completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
