APTIM Estimating Operations Manager in Lenexa, Kansas

Job Overview:

The Estimating Operations Manager will serve as a team member in the APTIM Center of Excellence (COE) Strategic Business Unit. This position will assist the VP of Estimating in oversight of a team of Estimators and Estimating Specialists serving our five Market Facing Strategic Business Units (MSBUs), principally in the Project Management and Engineering Functions.

Key Responsibilities/Accountabilities:

  • Assist the VP of Estimating in leading the Center of Excellence Estimating Department Best Practice Program, fostering creative thought and coaching in presentation and development and best practice implementation.

  • Assist the VP of Estimating in developing and setting the overall estimating strategy and tactics to enhance APTIM's ability to win work while maintaining an acceptable level of risk while anticipating customer needs and proposing solutions.

  • Attends or assigns other estimating department team members to attend pre-estimate meetings with project managers and business line management to plan bid strategy and ascertaining methods of performance based on the scope of work in accordance with APTIM policies, procedures and authority delegations.

  • Personally reviews or assigns other estimating department staff to review detailed estimates in accordance with the scope of work, performing quantity take-offs, determining manpower, equipment requirements, material items and subcontractors in accordance with APTIM policies, procedures and authority delegations.

  • Works with contracts, legal, taxes, insurance, finance and other support groups to coordinate or obtain reviews in accordance with APTIM policies, procedures and authority delegations.

  • Conducts or assigns estimating department staff to conduct bid review meetings with the Lead Estimators, Project Manager, and/or business line management to finalize bid, markup, and strategies.

  • Works with Lead estimators, business line proposal managers and business line management to develop overall bid strategy and project buy-out in coordination with estimating department staff, project manager and other stakeholders.

  • Develops policies and procedures to obtain firm quotes for material suppliers, equipment and subcontractors. Assigns estimating staff as required to assist in obtaining supplier and subcontractor quotes.

  • Analyzes blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services, applying knowledge of specialized methodologies, techniques, principles, or processes: Reviews data to determine material and labor requirements and prepares itemized lists.

  • Computes or assigns estimating department staff to compute cost factors and prepares estimates used for management purposes, such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.

  • Conducts or assigns estimating department staff to conduct special studies to develop and establish standard hour and related cost data or effect cost reductions.

  • Consults or assigns estimating department staff to consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues.

  • Works with Center of Excellence and business line stakeholders to develop business line specific estimating and bidding procedures, and estimating tools/databases for the purposes of increasing estimating accuracy and efficiency and also to collect accurate historical data for future proposals.

Basic Qualifications:

  • Degree in Construction Management or Engineering. 15+ years construction experience in management roles in lieu of education.

  • 10+ years experience in the construction industry with at least 5 of the 10 years in an estimating role.
