Job Summary

Responsible for oversight of all aspects of Professional Services (PS) Procurement operations (globally), managing department staff, and maintenance / enforcement of PS Procurement processes and procedures. Specific responsibilities may vary.

May perform the duties of the position(s) being managed.

Key Responsibilities

  • Provides oversight and supervision of the Procurement operations activities in support of PS Projects including:

  • Vendor Prequalification

  • Procurement contract development

  • Procurement contract administration including revisions and invoice processing

  • Procurement contract closeout.

  • Coordinates Source-to-Pay (S2P) Purchasing System issues with the Corporate S2P management team. Logs tickets using SNOW when issues cannot be resolved by the business.

  • Coordinates S2P system changes and improvements with the Global Professional Services groups, including training.

  • May participate in the resolution/processing of backcharges and claims

  • May be responsible for soliciting budgetary pricing for Procurement contracts to support estimating/proposal efforts

  • May be responsible to support Procurement contract negotiation process. Able to resolve complex commercial terms and conditions exceptions.

  • Supports development of relevant department strategies.

  • Maintains and enforces compliance with Procurement related Water and corporate policies and procedures.

  • May participate in project reviews to ensure quality of Procurement execution and timely resolution of issues.

  • May administer performance management program for direct and indirect reports, including establishment of yearly goals, rating calibration, personnel development and training plans.

  • May serve as a participant in various task forces, boards or committees involving change or audit of processes.

  • May instruct and provide direction related to Procurement processes to personnel within the following positions, but has no official supervisory responsibilities:

  • Project Managers, Commercial Managers, Project Support/ Admins, Finance, Project Controls, PMO Coordinators

Minimum Qualifications

Minimum of 10 years of relevant experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
