Overview of Role/Job Purpose:

The Proposal Manager is responsible for the management of activities and teams associated with the development and delivery of winning proposals. The Proposal Manager will have accountability and ownership for the development and delivery of high quality, winning responses to commercial and government proposals, from pre-RFP (Request for Proposal) through post submission activities.

This position is a highly visible role that will provide leadership and direction to cross functional teams assigned to support proposal efforts and will ensure the timely delivery of a compelling, compliant proposal response.

Proposal Leadership

• Strong leadership skills with the ability to lead and motivate a small team

• Ability to lead multiple proposals simultaneously, which may have different timelines. Ensure coordination with leadership to establish priorities and identify any resource constraints

• Coordinate and guide proposal teams which may include consultants, teaming partners, and Faneuil subject matter experts/teammates to ensure adherence to proposal schedules and produce high quality work products

• Liaise with representatives from Faneuil’s finance, contracts and legal departments to ensure all aspects of the proposal are completed and compliant

• Create and maintain proposal repositories and databases

• Mentor new proposal support resources

Proposal Execution

• Provide oversight and leadership for the overall proposal development process from the pre-proposal phase through the post-proposal phase

• Develop proposal schedules, outlines and compliance matrices

• Develop proposal template, style, format and instructions for authors

• Ensure win strategy, technical solution, win themes, discriminators, compliance and proposal requirements

• are clearly enunciated and understood by the proposal team and are well-articulated and consistent in the proposal response

• Track all aspects of a solicitation to include modifications, Q&A, and changes and updates to procurement documents; convey changes to proposal team and revise schedules, outlines and matrices as necessary

• Coordinate proposal kick off meetings and color/management team reviews

• Coordinate with graphic designers/creative staff to conceptualize and develop meaningful and compelling graphics for inclusion in the proposal• Oversee, facilitate and conduct daily proposal activities including team meetings, writing development, editing, reviews, graphics/formatting and production

• Perform rigorous quality assurance checks on draft and final documents to include clarity, grammar, accuracy and consistent voice

• Interview subject matter experts for development of proposal content and artifacts

• Assist in the writing of the proposal response

• Maintain document configuration management and control

• Ensure that all RFP format specifications have been followed and meet all proposal deadlines


• Track proposal wins/losses and lead lesson-learned sessions to identify the strengths and weaknesses of each proposal and the overall proposal development process to ensure continuous process improvement

• Ensure lessons learned are shared across the organization

• Performs other duties as the supervisor may, from time to time, deem necessary

Minimum Requirements

• Bachelor's degree in related field

• 7+ years of proven experience in proposal development, with 5 years in a proposal management role. This experience includes professional experience in the BPO marketplace

• Association of Proposal Management (APMP) Foundation Level Certification (or higher)

• Highly proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint)

• Ability to prioritize and manage several projects simultaneously

• Excel at multi-tasking to meet competing priorities and critical deadlines

• Effective communication and organizational skills and demonstrated experience effectively managing proposal teams of diverse levels of seniority and experience

• Excellent writing skills

• Ability to write compelling, compliant, high-scoring proposal content
