Summary About the Position: The Training and Education Analyst will plan, develop, coordinate, and evaluates a variety of learning products within Policy and Governance Division Branch. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. NOTE: To apply for a Term appointment NTE 13 months, see announcement - SDSB245877746126 Responsibilities As a Training and Education Analyst, you will perform the following duties which is not an all-inclusive list: Reviews and oversees the development of learning products in support of a variety of ongoing and evolving Operational, Institutional and Self Development Training Domain initiatives. Advises on formulating policies and operational procedures, develops and implements written criteria for meeting the vision and mission of unit and individual training and education as it applies to programs and functions leading to Army readiness. Provides guidance for training programs, learning products, and training and education for Active and Reserve Component units/Soldiers and Army Civilians. Oversees the development or develops training materials for Current and Future Force, and Army Experimentation training initiatives, resolving controversial, unconventional, or novel problems with proponents. Accomplishes special projects that frequently involve training and education development but may be outside the employee's specialty area. Develops and implements special projects designed to improve procedures, respond to a general tasking, answer internal, external, and higher headquarters inquiries, or correct a deficiency affecting several organizational units or learning areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience required: One year of specialized experience which includes experience in adult task based educational curriculum; provide oversight and guidance to staff and faculty; and researching and writing papers or developing presentations for stakeholders to explain technical or operational concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Education and Training Manages and Organizes Information Oral Communication Technology Management Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This is an Education and Information Sciences Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and relocation incentives may be authorized. This is an obligated position under 10 U.S.C 1586. An "obligated" position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
